Carnegie State Vehicular Recreation Area Comments Project Workshop presented by CORVA (California Off-Road Vehicle Association; visit CORVA.org) On May 31, 2015, five NCLR members attended a Comments Project Workshop in Livermore that discussed the Carnegie expansion project and the current obstacles that the expansion faces and the steps we can take to make change. We encourage our members to participate as the current land use is primarily motorcycles and dirt bikes, so the 4x4 community really needs to show as much support as we possible can. Written comments are the most critical way agencies hear the public’s voice. Review the Carnegie SVRA General Plan & Draft Environmental Impact Report (EIR); the report and subsequent studies can be found at carnegiegeneralplan.com. Write substantive comments for the expansion of Carnegie SVRA. The public has until June 29, 2015 to submit comments (extended from the original deadline of June 8, 2015.) Pick an area of interest in the EIR that matters to you and make it personal! Comment letters should include:An Introduction: Introduce Yourself 1. State your professional and/or personal background 2. State your off-road recreation a. Years of experience b. Expertise with different types of OHV? c. Involvement with OHV clubs and orgs? 3. Education: either formal or informal, i.e. Tread Lightly. 4. Training: Have you taught others, taken safety classes… 5. Experience a. What has been your experience at Carnegie? (For those who have been there) 6. Community standing a. Community efforts, club memberships, etc 7. History of volunteer efforts a. Include trail cleanups, signage, etc Content of Comments: State Your Case 1. Give arguments and reasons as to why something the document is good, suits your needs, etc. a. What part of the plan is best for OHV Community? b. What part of the proposal is best for your club? c. What part of the proposal is best for the your family? Examples: Savings on gas, less emissions and greenhouse gas, no OHV in any Bay Area counties, large voting population, it will bring tourism and visitors to the local business, etc 2. Be fact based when reference elements of the expansion plan. 3. Address a significant issue in the proposed project. 4. Tell them why the plan meets your needs by referencing information in the document. 5. The goad is to have State Parks understand the substantive reason being your point of view. Areas below that we feel are areas of significant impact; our opponents are likely to focus on these (not all are listed here but these would most likely affect NCLR and other 4x4 clubs):-Air Quality-Land Use Planning-Recreation-Aesthetics-Noise-Traffic One negative comments brands everyone in the 4x4 community, so be positive and know what you are talking about. We must comply in order to be effective and follow the guidelines. Review: Outline For Your Comments: -Introduction: Present Theme -Comments: Expertise/Experience/Passion -Conclusion: Sum up your Argument Remember!-Use proper English-Use proper grammar-Use proper punctuation-Be clear and concise -Be polite and respectful This is a State Park, which means that every Californian has a voice. This is very important to all of us and specially any and all that live in the greater BA as it would save us from always going to Hollister (2 hrs.) vs. 45 mins for most of us. I would imagine in favor with the opp to do trail runs closer to the dealership (literally their backyard ) as part of their customer appreciation day!
